Vice-President & General Manager Gentlemen : In reply to your letters dated October 1 and 12, 1980, I have the honor to inform you the checks you issue in payment of pension, gratuities or compensation to veterans, their widows, heirs, or dependents are exempt from the payment of documentary stamp tax under Section 248(2) of the National Internal Revenue Code of 1977, as amended.
