July 25, 1966 BIR RULING NO. 030-66 Mr. Antonio de la Rosa The Philippine Bank of Commerce M a n i l a S i r : In reply to your letter dated November 3, 1965, I have the honor to inform you that "Counter Checks" which you described as payable to the drawer only of said checks (at the counter) without further indorsement are nonetheless subject to the documentary stamp tax of four (P0.04) centavos provided under Section 216 of the Tax Code.
