January 30, 1981 BIR RULING NO. 027-81 24-A 000-00 027-81 Philippine Export and Foreign Loan Guarantee Corporation DBP Bldg., Buendia Avenue Ext. Makati, Metro Manila Attention: Mrs . Purita M . Floro Acting Controller Sir/Madam : This refers to your request for exemption from taxes pursuant to Section 24 of Presidential Decree No. 1080 which took effect on January 31, 1977 amending P.D. No. 550 as follows: cdtech " Tax Exemption Notwithstanding the provision of any general or special law to the contrary, the corporation, its assets, property, income and transaction shall be exempt from all taxation and government fees and charges." In reply, please be informed that in Opinion No. 133, S. 1977, of the then Secretary of Justice, it was ruled that all units of government, including government-owned or controlled corporations, shall be subject to the payment of all taxes, duties and fees under internal revenue laws, pursuant to Section 23 of P.D.
