August 27, 1971 BIR RULING NO. 017-A-71 Examination and inspection of books of accounts . Section 337 of the Tax Code, as amended by Republic Act No. 6110 provides for the examination and inspection of the books and records of taxpayers only once in a taxable year during the five-year period within which they are to be preserved, except in cases of fraud, irregularity or mistake as determined by the Regional Directors or unless the taxpayer request otherwise. The determination of fraud by the Regional Director must at all times be approved by the Commissioner of Internal Revenue before any reinvestigation on the basis of the former's determination shall be undertaken. aisa dc
