January 14, 1960 BIR RULING NO. 010-60 The Victory Business Agency 2nd Floor, The Remnants Center Bldg. 823 Juan Luna Street, Manila Gentlemen : In reply to your query, I have the honor to inform you that the instruments of weights and measure such as measuring cups, glass cylinders, and measuring spoons used by pharmacists in the preparation of medicine need not be sealed and licensed before use if they are not used in the purchase or sale of goods or in estimating the value of any service rendered.
