March 17, 1972 BIR RULING NO. 008-72 Non-negotiable promissory note not subject to documentary stamp tax . Gentlemen: In reply to your letter dated February 7, 1972, I have the honor to inform you that a non-negotiable promissory note is not subject to the documentary stamp tax imposed under Section 217 of the Tax Code.
