December 10, 2003 BIR RULING [DA-470-03] 232 Ms. Rosario S. Moral Moral Naoz and Associates, CPAs M a d a m : This refers to your letter dated January 2, 2002 requesting in effect, for a ruling for an extension of time within which to register and have yours and your clients' books of accounts and other accounting records for the year 2002 stamped while you and your clients try to comply with documentary requirements ( i.e. , Taxpayer Inquiry Report), review records, go over files and check availability of funds. It is represented that as early as the first week of December 2001 your staff went to BIR-Pasig to have yours and some of your clients' books registered and stamped; that on December 21, 2001 you received a Taxpayer Inquiry Report; that you and your clients have been going over yours and their records and files; and that you were not able to beat the last day of registering yours and your clients' books of accounts and other accounting records. ATEHDc In reply, please be informed that the last day of registration of the books of accounts and other accounting records by a person and corporation whose taxable year begins January 1, 2002 was last December 28, 2001 (Friday), which happens to be the last working/business day of the year, since December 30, 2001 (Monday) is a holiday. The law does not provide for any exception within which a taxpayer may extend the time of registration/stamping of his/its books of accounts. Accordingly, this Office regrets to deny your request for an extension within which to register and stamp yours and your clients' books of accounts and other accounting records for the year 2002.
