November 21, 2000 BIR RULING [DA-400-00] Hon. Mauricio R. Pulhin Legislative Committee Secretary House of Representatives Quezon City S i r : This refers to your letter dated March 29, 2000 seeking our views, comments, suggestions/recommendations on the following measures: 1. House Bill No. 796; 2. House Bill No. 9458; and 3. House Bill No. 9868. As the title of House Bill No. 796 states, it is prohibiting the Bureau of Customs from selling through public auction all kinds of confiscated smuggled goods and products. On the other hand, House Bill No. 9458 seeks to amend the Tariff and Customs Code by reducing the tariff rates on imported paper stock used for household and sanitary purposes while House Bill No. 9868 provides for a minimum floor price as basis for the sale/disposition of property at the Bureau of Customs. Since the proposed bills pertain to customs matter which is not within our jurisdiction, we decline to make any comment/suggestion thereon. Very truly yours, DAKILA B.
