May 13, 1999 BIR RULING [DA-281-99] Director Carlito C. Gaddi Political Affairs Office Office of the President of the Philippines Malacaang S i r : We are returning to you herewith copy of Municipal Resolution No. 126, Series of 1998 of Laak, Compostela Valley, requesting His Excellency, President Joseph E. Estrada, to grant amnesty to real property taxpayers who are allegedly victims of the El Nio and La Nia phenomena and other forms of calamities/disasters, with the request that the same be referred instead to the Bureau of Local Government-Finance which has jurisdiction on the matter. HITEaS It is informed herein that real property taxes are not internal taxes imposed and collected by the Bureau of Internal Revenue; hence, this Office has no authority to recommend to the President the granting of tax amnesty to delinquent real property owners.
