March 31, 1997 BIR RULING [DA-138-97] MEMORANDUM FOR : Deputy Commissioner Estelita C . Aguirre FROM : HREA Alicia L. Tomacruz Legal Service SUBJECT : LINKMAN-BIR Advertising Agreement This refers to the draft of LINKMAN-BIR Advertising Agreement using MEDIATRON as the medium of advertising the tax payment campaign presenting tax reminders to the public in connection with the forthcoming April 15, 1997 payment of taxes. cdtech COMMENTS/RECOMMENDATIONS: 1. The contract states that MEDIATRON is the only computerized electronic billboard. Is this statement true? Is this a bidded contract or we just hired them to render this kind of service for us? How may we able to compare if the services they are rendering to us is the best if the contract was not bidded to the public? 2. Is there a way of monitoring the number of ad sports they expose daily? Annex "B" of the contract states that they should expose 100 ad spots per day and that will cost us P2,750 per day. How can we countercheck this? 3. Annex "A" states that the location of the MEDIATRON is near NICHOLS TOLLGATE only. Why did we not chose a location in the heart of the City where most taxpayers pass by? 4. Please take note of some minor corrections in the draft contract. ALICIA L.
