February 5, 1999 BIR RULING [DA-089-99] Hon. Edgardo B. Espiritu Secretary of Finance Manila Attention: Committee on Reward S i r : This refers to the letter dated September 3, 1998 of Mr. Conrado Ledesma, requesting this Office to hold in abeyance the release of the check amounting to P2,258,593.10 in favor of the Bureau of Treasury in view of his revocation/cancellation of the donation to the government of the said amount. As a background, Mr. Ledesma is the informer in Confidential Information No. 2540; that on the basis of the recommendation by this Office, the Committee on Reward approved the payment to Mr. Ledesma of the corresponding reward; that Mr. Ledesma donated an amount equivalent to 15% of his total reward or the amount of P2,300,000 to be part of the Debt Service Funds of the government; and that for reasons stated in his letter dated September 3, 1998 addressed to that Department, Mr. Ledesma has rescinded the said donation and is requesting that the amount covered by the donation be paid to him. In view of the foregoing, it respectfully requested that this Office be immediately informed of the status of Mr. Ledesma's request for revocation/cancellation of his donation of P2,300,000 to the government in order to prevent the check drawn in favor of the Bureau of Treasury from becoming stale.
