Sitson Office Manager Gentlemen : This is with reference to your letter dated November 25, 1967 addressed to our regional office Davao City and enclosing therewith 20 pieces value cards for Hasler Franking Machines for documentary purposes, which was referred to the Law Division for appropriate action. It appears that one of your clients, the Consolidated Bank & Trust Co., Davao City, has been using one of these documentary stamp meters with a loading capacity of P5,000.00; that in the past this Bank returned their used cards and bought new ones from the Bureau of Internal Revenue in Manila, thru their Manila Office; that, however, in cases where the Hasler Franking Machines for documentary stamps, are used by provincial banks in Binalbagan, Bacolod City and Cebu City, their users buy their value cards and return their used ones to the regional office of the Bureau of Internal Revenue in their respective districts. You now ask whether or not the Consolidated Bank & Trust Company in Davao City can also be afforded the same convenience as that enjoyed by the other banks, by returning their used cards and buying new ones from revenue regional office of the district where they are doing business and not from the Office of this Bureau at Manila. In reply thereto, I have the honor to inform you that this Office interposes no objection to your request this letter may serve as an authority for the regional office to sell your clients these cards as their needs arise. iatdc Very truly yours, (SGD.)
