August 4, 1969 Bank of the Philippine Islands Makati Branch Makati, Rizal Attention: Mr . Manuel L . Garcia, Jr . Manager Gentlemen : This is with reference to your letter dated July 17, 1969 requesting for a change in procedure in the affixture of science stamps on individual checks issued by your Bank by affixing the equivalent science stamps due on the checkbook application and by stamping on the back of each check the words "Science Stamps Affixed on Application", instead of affixing the stamps due on each individual checks. In reply, I regret to inform you that your request cannot be granted for lack of legal basis. The procedure in affixing science stamps upon documents and papers subject to the science stamp tax is governed by Sections 210 and 217 of the Tax Code.
