July 8, 1969 The Municipal Mayor Tagum, Davao del Norte S i r : This refers to your letter dated February 25, 1969, requesting that Mr. Juan Orpiano, a barrio captain in your municipality, be exempted from the payment of the firearms tax. It appears that the said barrio captain was issued a license to possess a firearm Revolver ECO, Cal. 38. In reply, I have the honor to inform you that your request cannot be granted for lack of legal basis. Exemption from the payment of the firearms tax is not among the privileges granted to barrio council officials under Republic Act No. 3590, otherwise known as the Revised Barrio Charter, which took effect on June 22, 1963.
