November 18, 1969 The Philippine American General Insurance Group Manila Attention: Mr . Leonides A . Gonzales Controller Gentlemen : This is with reference to your letter dated June 27, 1969 requesting information as to whether or not an "Application for Purchase of Foreign Exchange to Remit Reinsurance Premium by Domestic Non-Life Insurance Companies", is exempt from the science stamp tax. In reply thereto, I have the honor to inform you that the sample form of the said application which you submitted to this Office in your letter of October 4, 1969, is a mere affidavit subscribed and sworn to before a notary public. Accordingly, said application is not subject to the science stamp tax, pursuant to Republic Act No. 5448 which provides that "no science tax shall be imposed on each certificate issued by a notary public."
