Tenorio Executive Vice-President Gentlemen : This refers to your letter dated August 28, 1970 requesting permission to imprint the required documentary and science stamps on Demand Deposit Checks and Managerial Checks under the procedure therein mentioned. In reply, I regret to inform you that your request cannot be granted for lack of legal basis. The procedure in affixing documentary and science, stamps upon the checks in question is governed by Sections 210 and 216 of the Tax Code, as implemented by Section 31, Regulations No. 26. Until such time as said rules and regulations are amended or modified, the procedure prescribed therein shall be followed. Moreover, only the Bureau of Printing is empowered under the present set up to print the P0.04 science stamps on checks for reasons of expediency and public policy. cdti Very truly yours, MISAEL P.
