College of Agriculture Laguna, Philippines S i r : This refers to your request on behalf of Mrs. Eloise Crowder and her daughter that they be exempted from the payment of science and documentary stamp tax on their tax clearance certificates, pursuant to R. A. No. 4169. In reply, I regret to inform you that your request cannot be granted for lack of legal basis, for the reason that the persons applying for the tax clearance certificates are not personnel of the Ford Foundation.
