June 17, 1970 Mr. Orlando B. Titong Office of the Revenue Collector San Jacinto, Masbate S i r : This refers to your letter dated January 23, 1970 requesting permission to do notarial work in your place of assignment in the Municipality of San Jacinto, Masbate, only after office hours, Saturdays, Sundays and other legal holidays to be able to supplement your meager income. In reply, I regret to inform you that your request is hereby denied considering that doing notarial work even only after office hours, Saturdays, Sundays, and other legal holidays will amount to an active private practice prejudicial to the best interest of the service.
