Eusebio Office Manager Gentlemen : This refers to your letter dated July 25, 1970 requesting, in effect, the refund of the compensating tax paid on your importation of bull semen for breeding purposes. In reply, I regret to inform you that your request cannot be granted. Imported bull semen for breeding purposes is subject to the 7% compensating tax, pursuant to Section 190 in relation to Section 186, both of the Tax Code.
