August 11, 1966 Mr. Basilio T. Ganzon Executive Director PARGO, Manila S i r : This refers to your letter dated July 28, 1966 requesting that as a retiree of the Armed Forces of the Philippines and presently designated executive director of the Presidential Agency on Reforms and Government Operations, you be authorized to purchase tax-free gasoline from the Post Exchange, General Headquarters, AFP, Camp General Emilio Aguinaldo, Quezon City. In reply, I regret to inform you that your request cannot be granted for lack of legal basis. The law authorizes tax-free purchases by the Armed Forces of the Philippines only for exclusively military purposes. The fact that the tax-free gasoline is to be used by and AFP retiree working with the PARGO is a clear proof that the gasoline in question will not be used exclusively for military purposes.
