April 25, 1969 Mr. Enrique P. Isidoro Revenue Examiner II (Thru the Regional Director Revenue Region No. 14) Bacolod City S i r : This refers to your letter dated March 17, 1969 requesting information as to whether you can investigate cases involving internal revenue taxes in the provinces covered by RASAC, Western Visayas. In reply, you are informed that as member of the RASAC you cannot take an independent investigative work. You can only help and participate in the RASAC operations as a whole. Besides, you cannot possibly conduct a tax investigation without the necessary authority to investigate which under existing regulations can be issued only by the Commissioner and the regional directors.
