January 17, 1969 MEMORANDUM FOR The Chief, Tax Accounts Division BIR, Manila There is quoted hereunder the pertinent portion of Section 1, Republic Act No. 4169, viz.: "Sec. 1. The provisions of existing laws or ordinances to the contrary notwithstanding, the Ford Foundation . . . shall be exempt from the payment of gift, franchise, specific, percentage, real property and all other taxes , duties and fees provided under existing laws or ordinances. . . . "(Emphasis supplied) This provision exempts the personnel of the Ford Foundation travelling on foundation business from the payment of documentary and science stamp taxes on tax clearance certificates applied for by said personnel. cdtech Be guided accordingly.
