S i r : This has reference to your letter dated February 26, 1974, requesting a ruling of this Office on the case therein mentioned. aisa dc In reply, I have the honor to inform you that this Office cannot issue an intelligent ruling based on the facts stated in your letter without actually looking into the records of the case for verification and investigation on the circumstances adverted to. In view thereof, you are requested to state the particular case referred to in your aforesaid letter, or protest against the assessment in question in order that appropriate action may be taken thereon.
