Gutierrez Tax Division Gentlemen : This refers to your letter dated October 31, 1969 requesting a ruling as to whether your client, Time-Life International (Phil.) Inc., is exempt from the compensating tax on subscription copies of Life Magazine shipped to it from abroad in Bulk but individually wrapped and pre-addressed to Philippine subscribers. It appears also that said copies shall be delivered to the Post Office for mailing to the different subscribers. In reply, I have the honor to inform you that the subscription copies of the Life Magazine which are shipped to your client for mailing in the Post Office to the different subscribers thereof are exempt from the compensating tax.
