Rustequio Proprietor Gentlemen : This refers to your letter of even date requesting exemption from the withholding provisions of Republic Act No. 1051 on your sales of locally purchased articles to the government particularly to the City of Manila. In reply, I have the honor to inform you that as a seller of locally purchased articles to the City of Manila, you are exempt from the withholding provisions of Republic Act No. 1051, as implemented by Revenue Regulations No. 21-67.
