Submission of Purchase Request with Approved Budget for the Contract (ABC) for the Procurement of Goods/Services Through Shopping and Small Value Procurement

January 28, 2011 BIR MEMORANDUM FOR : Deputy Commissioners, Assistant Commissioners, Division Chiefs, Project Proponents and Others Concerned SUBJECT : Submission of Purchase Request with Approved Budget for the Contract (ABC) for the Procurement of Goods/Services Through Shopping and Small Value Procurement The Implementing Rules and Regulations of Republic Act (R.A.) No. 9184 (Government Procurement Reform Act) through Appendix 18 of the Guidelines for Shopping and Small Value Procurement requires the posting for a period of seven (7) calendar days in the Philippine Government Electronic Procurement System (PhilG-EPS) website of the Approved Budget for the Contract (ABC) of all Purchase Requests (PR) amounting to more than Fifty Thousand Pesos (Php50,000.00). In compliance with the aforementioned rule, effective February 15, 2011 all PRs must: 1. For procurement of commonly-used supplies/equipment specify the details of the items requested with its estimated cost; and 2. For procurement of services be accompanied by an ABC.
