August 8, 2011 BIR MEMORANDUM FOR : Deputy Commissioners, Assistant Commissioners, Division Chiefs, Project Proponents and Others Concerned SUBJECT : Amendment to the Unnumbered Memorandum Dated January 28, 2011 Re: Submission of Purchase Request with Approved Budget for the Contract (ABC) for the Procurement of Goods/Services Through Shopping and Small Value Procurement In compliance with Appendix 18, Guidelines for Shopping and Small Value Procurement, Implementing Rules and Regulations of Republic Act No. 9184 (Government Procurement Reform Act) and in the continuing initiative to improve the procurement process, the following amendments shall take effect beginning September 1, 2011: EI DTAa Old Amendments 1. For procurement of - If the total aggregate value of the items in Commonly-used the Purchase Request (PR) is more than supplies/equipment specify Php50,000.00: the details of the items requested with its estimated The Requisitioning Office shall cost indicate in the PR, the unit price, total amount and grand total and attach the quotation of the Supplier where the unit price was canvassed with the following information: a) Name of the company; b) Address; c) Contact Person; and d) Contact Number. If the total aggregate value of the items in the Purchase Request (PR) is worth Php50,000.00 and below: The Requisitioning Office will no longer indicate in the PR, the unit price, total amount and grand total. 2. For procurement of services - The Requisitioning Office will no longer be accompanied by an ABC. indicate in the PR, the unit price, total amount and grand total if the items to be procured pertain to spare parts and repair of service vehicles. - For Other Services, the Requisitioning Office shall indicate in the PR the material and/or labor cost of the services to be procured and attach the quotation of the Contractor where the unit price was canvassed with the following information: a) Name of the company; b) Address; c) Contact Person; and d) Contact Number.
