September 24, 2012 BIR MEMORANDUM TO : All Motorcycle Riding Revenue Personnel at the National Office and Revenue Region Nos. 5, 6, 7 and 8 SUBJECT : RA No. 10054 (Motorcycle Helmet Law) In connection with the Republic Act No. 10054 otherwise known as the Motorcycle Helmet Law and the implementation of DOTC-DTI Administrative Order No. 1, series of 2011, on the processing of applications and stickering of the Philippine Standard Mark or ICC sticker for motorcycle helmets acquired before the implementation of the law, the Department of Trade and Industry (DTI) through the Bureau of Product Standards is now offering all government offices an on-site helmet validation and affixing of ICC stickers up to the end of October 2012 only. They required a minimum of fifty (50) helmets for applications and stickering of ICC sticker for an on-site processing. In this regard, all motorcycle riding revenue personnel who wants to avail of this opportunity can register your name on or before October 03, 2012 with the Human Resource Development Service (HRDS). According to the Law, all motorcycle riders are required to wear standard protective motorcycle helmets at all times while driving, whether short or long drive, in any type of road and/or highway. All motorcycle riders not wearing the standard protective motorcycle helmet bearing Philippine Standard Mark or ICC sticker will be punished with fine. In view of the above, the Department of Trade and Industry, through the Bureau of Product Standards offers all government offices including government owned and controlled corporations with employees who are motorcycle riders an on-site helmet validation and affixing of ICC stickers.
