September 2, 2011 BIR MEMORANDUM TO : All Revenue Officials and Employees Concerned SUBJECT : Special Leave Benefits for Women Under R.A. 9710 (An Act Providing for Ma gna Carta of Wo men) In view of the Special Leave Benefits for women under Republic Act 9710 (An Act Providing for Magna Carta of Women), qualified female employees who have undergone surgery because of gynecological disorders including but not limited to conditions like biopsy of vulvar or perineal masses, excision of bartholin's gland or cyst, cervical cauterization, cervical biopsy or local excision of lesion, dilatation and curettage, myomectomy, hysterectomy, with or without salpingo-oopphorectomy, biopsy/excision of breast mass/cyst, mastectomy, etc. may avail of the special sick leave privilege which shall not be deducted from the employees' leave credits from two (2) weeks to two (2) months per year depending on the severity of the gynecological condition and evaluation of the Medical, Dental and Welfare Division. IEaATD Guidelines on the Availment of the Special Leave Benefits for Women in the public sector was issued by the Civil Service Commission (MC No. 25, s. 2010) to ensure uniform interpretation and implementation of the grant of this special leave benefits in government offices.
