Registration of Solo Parents

March 11, 2010 BIR MEMORANDUM FOR : All Chiefs of Offices, Bureau of Internal Revenue National Office SUBJECT : Registration of Solo Parents To further promote the implementation of Republic Act No. 8972 otherwise known as the "Solo Parents Welfare Act of 2000" , all heads of offices are requested to provide the Welfare Section of the Medical, Dental and Welfare Division a list of names of employees under their jurisdiction who are solo parents whether registered or not with their respective Local Government Units (LGUs) for documentation. A solo parent is any individual left solo or alone with the responsibility of parenthood who falls under any of the following categories: 1. a woman who gives birth as a result of rape and keeps and raises the child; 2. widow/widower (death of spouse); 3. spouse of a convict serving at least 1 year sentence; 4. spouse of a disabled (physical and/or mental); 5. legally separated or annulled marriage; 6. abandoned by spouse for at least 1 year; 7. unmarried father or mother; AacCIT 8. any other person who solely provides parental care and support to a child or children; and, 9. any family member who assumes the responsibility of head of family as a result of death, abandonment, disappearance or prolonged absence of the parents or solo parents. The "Solo Parents Welfare Act of 2000" provides for benefits and privileges to solo parents and their children such as a Comprehensive Package of Social Development and Welfare Services, Flexible Work Schedule, Elimination of Work Discrimination, Additional Parental Leaves, Educational and Housing Benefits and Medical Assistance.
