MARIA ANTHONETTE VELASCO-ALLONES, CESO I Executive Director June 13, 2013 CESB RESOLUTION NO. 1087-13 AMENDATORY GUIDELINES TO CESB RESOLUTION NO. 791 S. 2009 ENTITLED "THE REVISED INTEGRATED RULES ON THE GRANT OF CAREER EXECUTIVE SERVICE ELIGIBILITY" WHEREAS, Presidential Decree No. 1 dated September 24, 1972 created the Career Executive Service Board (CESB) to serve as the governing body of the CES and mandated it to promulgate rules, standards, and procedures on selection, classification, compensation, and career development of members of the CES; WHEREAS, the Board in its June 13, 2013 meeting agreed to revisit certain rules on the retake of the Assessment Center, and on the revalidation process; WHEREAS, such revisit entails amending Resolution No. 791 s. 2009 to reflect three (3)-year intervals between the 3rd retake and every retake thereafter; WHEREAS, the integrity of the AC process is not affected by the amendatory policy to be adopted as sufficient safeguards are in place to protect such integrity; and WHEREAS, such revisit likewise entails further amending Resolution No. 791 s. 2009 to reflect that revalidation be conducted within six (6) months reckoned from the time the Board decided en banc to subject the applicant to a revalidation but with an option for extension upon request of the applicant. NOW THEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to amend Rule III, Section 4; and Rule IV, Section 3 of Resolution No. 791 s. 2009 to read as follows: "RULE III Assessment Center Section 4. Assessment Center Retake. The following are the rules on AC retake: 4.1 An applicant who did not pass the AC for the 1st time shall be allowed to take the same, or a 1st retake, only after one (1) year reckoned from the date of conduct of the AC. ADaEIH 4.2 An applicant who is unable to pass the 1st retake shall be allowed another retake, or a 2nd retake, only after two (2) years reckoned from the date of the 1st retake. 4.3 An applicant shall be allowed a 3rd retake of the AC, and for as many retakes thereafter, if he does not pass said 3rd retake and for said retakes thereafter, only on the condition that a 3-year interval should elapse from the conduct of the 2nd retake and the 3rd retake, and that retakes thereafter shall be allowed after 3-year intervals between the previous and succeeding retakes. An applicant shall only be scheduled for a retake upon payment of an appropriate AC fee. xxx xxx xxx RULE IV Performance Validation xxx xxx xxx Section 3. Validator's Recommendation. A Validator may submit any of the following recommendations: 3.1 The applicant shall undergo the in-depth Validation Process; 3.2 Proceed to the next stage of the CES eligibility examination process; 3.3 Defer the conduct of the Performance Validation; or 3.4 Undergo the revalidation of performance on-the-job. In case of revalidation of an applicant's performance on-the-job if he/she failed to meet the standards set by the Board after conduct of the In-Depth Validation Process, the Board may require that such revalidation be conducted within (six) 6 months reckoned from the time the Board decided en banc to subject the applicant concerned to a revalidation. The applicant nonetheless may opt, through a written request, that said 6-month period be extended. The applicant and his/her immediate superior shall be given appropriate feedback of the result of the conduct of the Performance Validation. GUANZON Board Secretary III June 13, 2013 CESB RESOLUTION NO. 1088-13 POLICY ON THE CONDUCT OF THE COMPUTER-AIDED ASSESSMENT CENTER (AC) WHEREAS, Presidential Decree No. 1 dated September 24, 1972, created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the Career Executive Service; WHEREAS, Paragraph 5 (a), Article IV, Part III of the Integrated Reorganization Plan, approved under P.D. No. 1 provides that "a person who meets such managerial experience and other requirements and passes such examinations, as may be prescribed by the Board, shall be included in the register of career executive eligibles;" WHEREAS, the Career Executive Service (CES) Eligibility examination process consists of four stages, namely: 1.) Written Examination; 2.) Assessment Center; 3.) Performance Validation; and, 4.) Board Interview; WHEREAS, the Assessment Center (AC), which is the second stage of the CES Eligibility Examination is a series of simulation exercises designed to measure an examinee's managerial capability and potential; HCTAEc WHEREAS, there is a need to make the existing policies on the examination process more responsive and practicable to enable the Board to fulfill its mandate to form a continuing pool of well selected and development oriented career administrators who shall provide competent and faithful service in the CES; WHEREAS, the necessity for a computer-aided AC was brought about by concerned applicants with special needs, i.e. , have impaired motor disabilities and/or physical limitations; WHEREAS, to address this concern, the Board in its 13 June 2013 meeting was presented with an agenda on the proposed computer-aided AC process and the appropriate security measures to be adopted to further strengthen security, documentation and monitoring measures and to ensure an orderly, proper and credible conduct of the Computer-Aided AC Process; WHEREAS, in the said meeting, the Board took cognizance of the physical limitations of applicants with special needs, thus approved said proposal taking into account the required application process and security measures to be adopted. The Board also instructed that a pilot test should first be administered. NOW THEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to adopt the following rules and procedures on the conduct of the computer-aided AC. The Computer-Aided AC Process 1. Objective/Purpose This policy is intended to address the concern of applicants with special needs and to provide them an equal opportunity to undergo the AC process notwithstanding the disability conditions and physical limitations they are faced with. CIAHaT 2. Requirement for Qualification in the Computer-Aided AC Exam 2.1. Detected/diagnosed to have special needs, i.e. , impaired motor disabilities and/or other physical limitations by a licensed medical doctor; 3. Computer-Aided AC Process 3.1. Application and submission of Documents to CESB. Qualified applicants must submit the following: 3.1.1. Duly accomplished AC Application form; 3.1.2. Letter-request addressed to the CESB Executive Director signifying intent to take the computer-aided AC; 3.1.3. Medical Certificate issued by a licensed medical physician indicating present health condition/disability; 3.2. Evaluation and Assessment of Application 3.2.1. The applicant's documents shall be assessed and evaluated by the AC Project Officer, who is also tasked to review the authenticity and completeness of the documents submitted; DTEAHI 3.2.2. The AC Project Officer shall submit an Evaluation/Assessment Report indicating that the applicant have met the above mentioned requirements and is qualified to take the computer-aided AC. The report shall also include the profile of the applicant together with the required documents. The Evaluation/Assessment report shall be reviewed by the Eligibility and Rank Appointment Division (ERAD) Chief and approved by the Executive Director; 3.2.3. The Evaluation/Assessment Report shall be tabled for the Board's final decision and approval. 3.3. Board Approval 3.3.1. The Board shall review the Evaluation/Assessment Report and render its final decision on the applicant's request; 3.4. Notice of Admission 3.4.1. The applicant shall be issued a Notice of Admission to take the computer-aided AC upon the Board's approval of his/her request. ADOPTED and APPROVED this 13th day of June 2013 in Quezon City. GUANZON Board Secretary III June 13, 2013 CESB RESOLUTION NO. 1089-13 REVISED POLICY ON THE MANDATORY FEEDBACK SESSION FOR ALL ASSESSMENT CENTER (AC) RETAKERS WHEREAS, Presidential Decree No. 1 dated September 24, 1972, created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the Career Executive Service; WHEREAS, Paragraph 5 (a), Article IV, Part III of the Integrated Reorganization Plan, approved under P.D. Board Interview; WHEREAS, the Assessment Center (AC), which is the second stage of the CES Eligibility Examination is a series of simulation exercises designed to measure an examinee's managerial capability and potential; WHEREAS, the Board on July 12, 2011 issued Resolution No. 956 which provides for a mandatory feedback session for all Assessment Center (AC) retakers in order to apprise the candidate of his/her performance in the AC prior to the retake and to substantially improve the candidates' passing percentage in the AC retake; WHEREAS, it has been brought to the attention of the Board that there are concomitant risks resulting from the disclosure of the contents and possible courses of action in the AC exercises during feedback which may compromise the integrity of the AC; aCcHEI WHEREAS, the Board is of the consensus upon its review of Resolution No. 956 supra , that the Assessment Center is not a developmental program but rather a qualifying examination. Hence, feedback on the performance of AC participants may not be warranted and does not serve the purpose and rationale of the AC. NOW THEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to discontinue the conduct of mandatory feedback for all Assessment Center (AC) retakers. GUANZON Board Secretary III July 8, 2013 CESB RESOLUTION NO. 1093-13 RETAINING THE "VERY SATISFACTORY" RATING FOR THIRD LEVEL OFFICIALS IN DETERMINING ELIGIBILITY TO THE PBB WHEREAS, paragraph 2, Article IV, Part III of the Integrated Reorganization Plan (IRP), as amended, mandates the Career Executive Service Board (CESB) as the governing body of the CES to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the CES. WHEREAS, under Memorandum Circular Number 2012-03, otherwise known as the "Guidelines on Determining Eligibility and Ranking Bureaus, Delivery Units and Individuals Based on Performance in Line with the Grant of the Performance-Based Bonus (PBB) in FY 2012, officials belonging to the Third Level who receive a rating lower than "Very Satisfactory" under the CESB guidelines shall not be eligible to the PBB. WHEREAS, in a letter dated 14 June 2013, the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems proposed to change the PBB eligibility threshold for Third Level Officials from "Very Satisfactory" to "Satisfactory" to align with the threshold for the First and Second Levels for the grant of PBB for FY 2013. WHEREAS, the "Very Satisfactory" rating requirement for Third Level Officials in the CES is consistent with the thrust of the CES, which requires the delivery of above par service from its members, who are possessed with specialized skills and talents. Inasmuch as the Performance-Based Bonus system was adopted to reward exemplary performance in the government, adopting the "Very Satisfactory" rating serves as a further incentive for Third Level Officials, who would nonetheless be entitled to their regular salaries and emoluments in case of average performance, to improve the same. TAEDcS WHEREAS, the reduction in the rating of performance of Third Level Officials in the Career Executive Service (CES) from "Very Satisfactory" to "Satisfactory" would not be in accord with the standards set by the Board for the appointment to and promotion in CES rank of Third Level Officials, which both require a "Very Satisfactory" rating as set in CESB Resolution Number 798, Series of 2009, 1 in relation to CESB Resolution Number 661, Series of 2007. 2 WHEREAS, the "Very Satisfactory" rating for Third Level Officials in the CES is in accordance with the mandate of the Board to form a continuing pool of well-selected and development-oriented career administrators who shall provide competent and faithful service in the CES. WHEREFORE, the foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to retain the "Very Satisfactory" rating for Third Level Officials in determining eligibility to the PBB. June 13, 2013 CESB RESOLUTION NO. 1100-13 AMENDATORY GUIDELINES TO THE PERFORMANCE RATING REQUIREMENTS FOR ORIGINAL APPOINTMENT TO, AND ADJUSTMENT IN, RANK WHEREAS, Presidential Decree No. 1 dated September 24, 1972 created the Career Executive Service Board (CESB) to serve as the governing body of the CES and mandated it to promulgate rules, standards, and procedures on selection, classification, compensation, and career development of members of the CES; WHEREAS, CESB Resolution No. 817 s. 2009 amended CESB Resolution No. 798 s. 2009 by providing that the Board shall recommend a CES Eligible for appointment/adjustment in CES rank provided he/she has a performance rating of at least "Very Satisfactory" in his/her previous position for the year immediately preceding his/her appointment/adjustment in CES rank, removing thus the one (1) year incumbency requirement for appointment/adjustment in CES rank; and WHEREAS, in its July 8, 2013 meeting, the Board revisited the performance rating requirements for original appointment and adjustment to rank, and deemed that amendments thereto are necessary to assist the Board in assessing and evaluating the competence, fitness, maturity, and preparedness of said CES eligible for the concomitant responsibilities of the position as well as of the rank to be conferred. NOW THEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, that as a requirement for original appointment to CES rank of a CES Eligible in government service, said CES Eligible must have obtained a performance rating of at least "Very Satisfactory" for three (3) consecutive years prior to the year for which he/she is being considered for original appointment to CES rank; RESOLVED FURTHER, that as a requirement for original appointment to CES rank for one coming from the private sector who is initially appointed to a CES position, he/she must have at least one (1) year incumbency in his/her present CES position before he/she can be recommended for an adjustment in CES rank, and he/she must have obtained a rating of at least "Very Satisfactory" in the CES position he/she is currently occupying during said required 1-year incumbency; and RESOLVED FURTHER, that as a requirement for adjustment in CES rank, a CESO must have obtained a rating of at least "Very Satisfactory" in the CES position he/she is currently occupying for the year immediately preceding his/her adjustment in CES rank, provided that he/she has been in his/her current position for one (1)-year.
