September 25, 2006 BIR MEMORANDUM TO : All Deputy Commissioners and Regional Directors SUBJECT : Delegated Authority to Transfer or Re-Assign Revenue Personnel This has reference to the authority to transfer or re-assign revenue personnel at the Regional Offices and the National Office duly delegated by the Commissioner to the Regional Directors and Deputy Commissioners, pursuant to RDAO Nos. 7-2003 and 9-2003. Effective on 01 October 2006, the Regional Directors who intend to exercise their delegated authorities to transfer or re-assign revenue personnel through the issuance of Revenue Travel Authority Orders (RTAOs) and Revenue Special Orders (RSOs) must secure the written conformity of the Deputy Commissioner/s who has/have the supervision over the assignment (both present and prospective) of the personnel they intend to transfer or re-assign. Likewise, the Deputy Commissioner/s who intend/s to exercise their delegated authorities to sign RTAOs and RSOs must secure the written conformity of the Commissioner of Internal Revenue. No RTAOs and RSOs shall be valid without the written conformity of the concerned Deputy Commissioners and/or of the Commissioner, as the case may, duly reflected on the face of the said Orders. This requirement is hereby implemented for the following reasons: a) The Personnel Division is currently revisiting the existing staffing pattern to align the same to the classifications of the Revenue Regions, Revenue District Offices, and other concerned offices, to ensure the fair and equitable deployment of personnel; b) The Civil Service Commission is currently conducting an audit of the personnel management programs of the Bureau; c) The Bureau is in the process of finalizing its Rationalization Plan; and ScHAIT d) There is an urgent need to prepare for the implementation of the Attrition Law. By virtue of the foregoing, and in order not to disrupt the relevant preparations thereon, all Regional Directors and Deputy Commissioners are hereby enjoined to limit the issuance of RTAOs and RSOs to the barest minimum and necessity, as the exigencies of the service so require. aEAIDH For your strict compliance and guidance.
