Abad, Department of Budget and Management relative to the above-mentioned subject matter. KING Deputy Commissioner Resource Management Group ATTACHMENT April 13, 2012 DBM CIRCULAR LETTER NO. 005-12 TO : Heads of Departments, Bureaus, Offices and Agencies of the National Government, Including State Universities and Colleges; Budget Officers; Heads of Accounting Units; and All Others Concerned SUBJECT : Adjustment in the FY 2012 Employer (National Government) Share of the Health Insurance Premium Contributions to the Philippine Health Insurance Corporation 1.0 Per Republic Act (RA) No. 10155, the FY 2012 General Appropriations Act (GAA), the funding requirements for the employer (national government) share of the health insurance premium contributions, are provided under the following: TaEIcS 1.1 Agency specific budget for the requirements based on authorized rates per Item B of Philippine Health Insurance Corporation (PhilHealth) Circular No. 22, s. 2003. 1.2 Miscellaneous Personnel Benefits Fund (MPBF) for the amount required to adjust the employer share in premium contributions based on revised rates per Item A of PhilHealth Circular No. 1, s. 2005 effective January 1, 2012. 2.0 Accordingly, the Department of Budget and Management (DBM) shall release to national government agencies concerned, the computed deficiency in the employer share as a result of said adjustment effective January 1, 2012. Said release from MPBF shall be subject to the submission of Budget Accountability Reports as of March 31, 2012. 4.0 Agencies/Operating units shall directly remit to PhilHealth the amounts corresponding to the employer share of the premium contributions for health insurance in accordance with the schedule in item 2.0 hereof. 5.0 Requirements for incremental cost of the government share in PhilHealth premium contributions for casual and contractual personnel shall be charged against the agency lump-sum appropriations included in the FY 2012 agency budgets.
