January 24, 2006 BIR MEMORANDUM TO : All Revenue Officials and Revenue Employees SUBJECT : Integrity Development Review Project (IDR) Along with the BOC, LTO, PNP and the DPWH, the BIR has been prioritized in the conduct of the IDR under the program "Pursuing Reforms Through Integrity Development (PRIDE)". The IDR Project intends to build or enhance institutional foundations to prevent corruption before it occurs. It was initially implemented in 2003 by the Department of Budget and Management and the Office of the Ombudsman (OMB). Among the first to undergo IDR were the DepEd, CSC and the OMB. The first phase of the Project includes a guided self-assessment activity (Integrity Development Assessment or IDA) which shall be participated in by the Bureau's top management and some middle managers; and a Survey of one hundred (100) employees from each of four review sites the BIR National Office, RR No. 9 (San Pablo City), RR No. 13 (Cebu) and RR No. 19 (Davao) on the following dates: CSI DEc February 1 & 2 Survey of Employees in the NO February 3 IDA National Office February 6-10 IDA/Survey in Cebu City and Davao City February 13-15 IDA/Survey in San Pablo City February 20 Presentation of IDA Results to BIR Names of employees who will participate in the survey randomly chosen by the Assessment Team will be announced as soon as it shall have been made available to us. On the actual date, a Briefing will be conducted before the start of the survey.
