September 8, 2006 BIR MEMORANDUM FOR : All Revenue Officials, Employees and Others Concerned SUBJECT : Processing of Applications for Taxpayer Identification Number and VAT Registrations Pursuant to the directive from the Office of the President, please ensure that applications for issuance of Taxpayer Identification Number and VAT registrations are processed by your respective offices within the period of one (1) day, provided that the requirements under existing issuances are substantially complied with by the applicants. You are hereby directed to refrain from requiring the submission of documents which are not required under existing issuances, e.g., Barangay and homeowners' clearances, which has been identified as causes of delays resulting in complaints from taxpayers. The above-mentioned directive was issued by the Office of the President with the objective of reducing red tape and improving competitiveness in doing business in the country.
