October 25, 2018 BANK BULLETIN NO. 24-18 SUBJECT : Intermittent Connectivity of the Electronic Filing and Payment System TO : All Authorized Agent Banks In view of the intermittent/erratic connectivity while using Electronic Filing and Payment System (eFPS), the taxpayers were advised by this Bureau, through an unnumbered Memorandum dated October 24, 2018, to use the Electronic Bureau of Internal Revenue Forms (eBIR Forms) facility for the filing of their tax returns and to pay their corresponding taxes through the over-the-counter (thru cash, checks or debit), mobile (GCash) or the Debit/Credit Card payment, until another advisory has been issued for the availability/accessibility of the said eFPS System. HTcADC Accordingly, all Authorized Agent Banks (AABs) are hereby advised to accept the generated tax returns filed by the taxpayers through the eBIR Forms System or the print-out of the e-mail notification confirming the receipt of the tax return filed. All AABs are further advised not to require concerned taxpayers to proceed first to their respective RDOs for manual payment approval, especially those coming from the Large Taxpayers group, prior to the acceptance of the above said tax payments. CAIHTE Consequently, all tax payments where the deadline falls from October 24, 2018 onwards shall be allowed to file and pay without corresponding penalties until such time that an advisory shall have been issued declaring the restoration of the eFPS. For your guidance and strict compliance. (SGD.) ARNEL SD. GUBALLA Deputy Commissioner Operations Group
