Acceptance of Tax Returns and Payment even Without the "TIN VERIFIED" Stamp and Signature of the Revenue District Officer (RDO)

March 28, 2022 BANK BULLETIN NO. 2022-11 TO : All BIR Authorized Agent Banks SUBJECT : Acceptance of Tax Returns and Payment even Without the "TIN VERIFIED" Stamp and Signature of the Revenue District Officer (RDO) In line with the implementation of the Bureau's Electronic One-Time Transaction (eONETT) System, taxpayers can now generate and print the ONETT returns anytime and anywhere without the need for taxpayers to personally visit the district offices before paying the required ONETT-related tax. However, there are reports that some Authorized Agent Banks (AABs) are still requiring that the returns should be stamped with "TIN VERIFIED" and be signed by the RDO. In this regard, all AABs are hereby advised to accept payments pertaining to ONETT even without the "TIN VERIFIED" stamped in the return and without requiring the signature of the concerned RDO or any representative from the district. Furthermore, pursuant to Bank Bulletin 2021-18 in relation to the obligations of AABs, the non-requirement of "TIN VERIFIED" stamp shall also be applicable to all downloaded and photocopied tax returns, originally filled and signed, and thus, shall be accepted by the AABs. This is in consonance with the provisions of Republic Act (R.A.) No. 11032, known as "Ease of Doing Business and Efficient Government Service Delivery Act of 2018" which encourages for a simpler process to facilitate the filing of returns and payment of taxes by taxpayers and will help reduce the number of times they will have to visit the district offices.
