April 25, 2017 BANK BULLETIN NO. 09-17 SUBJECT : Over-the-Counter Acceptance of Tax Returns/Payment of Internal Revenue Taxes Due to Unavailability of Electronic Filing and Payment System (eFPS) TO : All Authorized Agent Banks Due to the unavailability of the Bureau's electronic Filing and Payment System (eFPS) because of certain technical problems, eFPS taxpayers are instructed to file their tax returns using the eBIR Forms and to pay the corresponding taxes "over-the-counter" with their respective Authorized Agent Banks (AABs). In this connection, all AABs are advised to accept "over-the counter" tax payments for BIR Form Nos. 2550Q, 2550M and 2551M whose deadline fall on April 25, 2017 without the corresponding penalties for late filing until such time that an advisory shall have been issued declaring the restoration of the eFPS.
