March 14, 2019 BANK BULLETIN NO. 06-19 TO : All BIR Authorized Agent Banks SUBJECT : Over-the-Counter Acceptance of Certain Tax Returns/Payments of Internal Revenue Taxes due to the Unavailability of the eFPS This is to supplement Bank Bulletin No. 2019-04 dated March 11, 2019 with regard to the intermittent/unavailability of the Bureau's electronic Filing and Payment System (eFPS) due to certain technical problems where all eFPS taxpayers have been instructed to file their tax returns using the eBIRForms or to file and pay their corresponding taxes "over-the-counter" with their respective Authorized Agent Banks (AABs). ICHDca All Large Taxpayers under RDOs 116, 125, 126, 121, 123, 124, 127 are hereby advised to make "over-the-counter" payments for taxes being paid through the eFPS which deadlines fall from March 11 onwards only at the following AABs namely: Philippine National Bank (PNB) Head Office-Pasay, Land Bank of the Philippines (LBP)-East Avenue Branch and Development Bank of the Philippines (DBP)-Quezon Avenue Branch . Moreover, there is no need to secure approval from the Chiefs of Large Taxpayers Document Processing and Quality Assurance Division (LTDPQAD), LTDO-Cebu and LTDO-Davao. TCAScE Said banks are directed to accept tax payments without the penalties for late filing and payment provided these large taxpayers filed and pay on or before the corresponding deadlines, until such time that an advisory had been issued declaring the restoration of the eFPS.
